How can I do this?
So far, I’ve only been able to link a text line.

If you are speaking only of being able to highlight an image and add a Hotspot URL to it you can’t. You can only create links using highlighted text using the Notes client.
That said, you can create and HTML file with a clickable image and import it into a RT field. The image link would then work.

If you are using Frames and Pages, you can embed the image (or picture) in the page and use Add Hotspot Rectangle (or circle, etc.) by right clicking anywhere on the image - draw it and then specify the url …

You just have to add the image, then click before it with the mouse, hold down the Shift key and click after it (or use the arrow to move over it). If you just select the image, the Create - Hotspot won’t work.
