You could try some pre-filter anti-spam solution to strip off the attachments or convert them also.

For the Traveler, there are a couple of strategies, none of which matches the ask:
1) Prevent download of attachments (in general) or prevent export.
These controls can be set via domino policy or the Traveler server settings:

You cannot control download based on extension type.
2) Control which apps can be used to work with an attachment
The preferred/strategic way to do this is by using a 3rd party Enterprise Mobility Manager. Knowledge articles on using an EMM with the Verse apps

As Elvis has mentioned, Traveler does support the concept of approved apps for working with mail attachments. This is the topic https://help.hcltechsw.com/traveler/12.0.0/AttachmentSecuritySettings.html. This support is limited to Verse Android and the iOS Mail app. It is not being enhanced as it has been superceded by standards-based support for mobile management (Android Enterprise/AppConfig)
