Can Domino server be set up to run on a desktop PC /Windows 10 to support up to 30 users?

First, it is necessary to clarify that Windows 10 is an OS for workstations and therefore, it is not optimized to work with programs that will serve more than 1 user and may require high processing.

But you can install Domino on a machine with these specifications and it will probably work. However, you need to take into account that this is an environment that does not meet the Domino minimum requirements and therefore, if you experience any problem or unexpected events, you can't count on the product's technical support.

Installing Domino Server on a Desktop having windows 10 OS, can work for testing purpose.

However, running in production for 30 users on windows 10 OS from a desktop system is not supported configuration for domino server and there might be performance issues or server crash issue.

Requesting you to kindly go through the system requirements for domino server 9.0.x, 10.0.x, 11.0.x and also for latest 12.0.x. Kindly refer below link for more details.

Requesting you to kindly check accordingly and install domino server on proper hardware as per the system requirement specified in above link.

Although not supported by HCL, you could run the Domino Server in a VM where the guest OS is at least supported. Worst case scenario, you could migrate this VM to another host that is supported later on should your needs change.
