I have been reading on the new SMB price offerings refered to as Domino Express. As I understand there is no differenc in code. Just a difference in pricing. If you are hosting Domino for a number of clients can you use server partitioning. For example; one CPU with 4 partitions, one for each client on a box. If so what would be the proper way to purchase the user licenses. As the host company or as the hosted client?

You can partition and cluster Domino Utility Server, you can not use clustering for Domino Collaboration Express. You can not use the Express offerings for hosting multiple companies in this way, they each (company) need to purchase uniquely.

License restrictions preclude use of at least some of the advanced services, e.g., clustering. Not sure about partitioning. Read the license, it was spelled out.
There are also restrictions on teh max registered users.
Interestingly, I found it off that one of the Express offerings requires a 2-CPU license purchase, doubling the cost for companies that have no need for this.

The Express Utility Server is a 2 CPU price for up to 1,000 users. $5,000 price for this is extremely good vs the non-express price per processor, even if they do not need two CPUS.

Here’s the deal with Collaboration Express… if you buy the user licenses, you get the right to use as much server software as you need to support your user community. Whether you stage Domino in-house, or have an xSP do it for you, it doesn’t matter.
This is actually a great scenario for hosted mail, because the xSP has no application software cost to amortize, or up-front cost to absorb. And, compared against Exchange, the option of using Linux can save on the OS charges, making for a compelling value.
However, one explicit restriction is against partitioning, which is one of the license elements that enables Express pricing. Therefore the xSP would need to stage a different box for each customer. Alternatively, the xSP could sell standard client-server Notes/Domino, factor in the server software costs, and partition as much as they want, as has always been the case.
