Domino 14 response time after restart

Problem/Query:
Hello forum,
several customers report the following:
After the Domino server has been updated to V14, it takes 3 - 5 minutes until the Notes client can be accessed again.
Although the Domino console shows that it is replicating and also routing mail. But the clients cannot access it.
Is there anything known?

If you are not using QOS services, try to set QOS_ENABLED=0 and restart.

This is intended behaviour since Domino 12. Domino will refuse inbound connections from regular users unless Domino is done with initialization and the cluster replication queues have been processed.

But I cannot observe this behavior at every customer.
