Is it possible and if yes how do I display the contents of an HTML file on a Lotus Notes Page?

I am really not sure this is my best approach. All I need to do is display text on a page that automatically scrolls from bottom to top. I would like this text to come from a particular field in a document.

Yes, it is possible. You would have to put an OLE object on the page for displaying it though. Here is one if you need it
