Difference between ?readForm and !readForm

Does anyone know what is the difference between the question-mark (?) and the exclamation-mark (!) used in a URL?

I’ve allways used the (?) and having no trouble at all. Only 5% of the registered members of my webservice have troubles with authentication to parts of the website. They are using all different kinds of Windows an IE. Depending on which machine (pc) they are logged in, they are redirected to the login page, while authentication fails. However they already have an authenticated session with the server.

I figured out that changing the (?) into a (!) directly into the URL fixes the problem. But why do 95% of the users have no trouble at all?

Important note: the server is running on a UNIX machine hosted by DDN.

I’ve read these items on the forum, however it doesn’t give an explicit solution to my problem. It seems to me that it is a URL-translation issue, not Notes-specific. Why are webclients acting different while talking to the same webserver? Is it a windows-setting? In my case I have no possibility to change settings on the server, because the server is not under my authority.
