Does anyone know where the setting is to turn off dead mail?
I know it’s there somewhere cannot find it.
I want all undelivered mail to be returned and not held as dead mail.

Your question is strange …A dead mail is dead because it’s impossible to deliver it to the recipient and it’s also impossible to find the sender to send it back …

Verify that local domain recipients exist in the Domino Directory:
