Is there a way to speed up consistency checks when a Domino server is restarted after a crush? Or further is there to completely eliminate consistency checks after server crush?

I would not recommend trying to find a way to avoid the consistency check, most of the time, you just need to withstand the pain of the server checking all the dbs and letting it run - this is the most stable approach.
We had a server w/800 mail files where it needed to check all of them. The safest thing is to let it run. User’s can access the server while its running but it might be slow (except for thier mail files - they can’t access them until the check is completed).

You can enable Transaction Logging…
Take a look in the help file on how to set it up. It will decrease the restart time.
