I am unable to retrive data from an old row in a view in a new row

No, you can’t. View entries can only display values contained in or computed directly from the fields in the document they represent. Notes is not relational; you cannot do “joins” or lookups in views in current releases. (DB2 Query Views in Notes 7 will allow this IF you are using DB2NSF as the back-end store.)
