Can't find "Prompt for location on startup"

In File, Preferences there was an option in the long list of “Additional Options” called “Prompt for location on startup”.

But… on my client 8.5.1 not anymore.

How can I set it on 8.5.1?

Also in the policy I cannot find it.

Subject: notes.ini

Add this line to notes.ini PromptForLocation=1

if you wish to enable that option.

BTW, I do see it in my Preferences - Additional Options (8.5.1FP3).
