client is using Domino Web Access, does not have Notes ID … can I do this?

You can import the data into a view using the Notes clent. See Notes Help > Structured text files. It may be easier to import the data into a spreadsheet and then import the spreadsheet. That way you can see that the data are properly organized into rows and columns before you import into Notes.
