Can I use an IP address in a mail rule?

Before blocking an entire IP address block that I’m fairly sure would never send us anything but spam, I’d first like to be a little conservative and have the messages moved to a database for a while, so that I can monitor the messages and make sure I’m not blocking any legitimate email. The spammers keep changing their supposed domain names, which is why I want to use the IP address. I’ve tried using the “sender contains” and the “internet domain contains” rules, and had no success. Any ideas? TIA.
