I would like to create a policy that would only affect iPads. Problem is that most of my iPad users also have iPhones. I would prefer not to apply the policy to the iPhones. I didn’t see the option but wondering if there was another way to accomplish. Thanks,

No.
The Apple settings are for all Apple device types, so your only option would be per user. But, you already mentioned that you don’t want to do that because the user’s have multiple Apple device types.
I doubt there is anything else, but can you tell me what you want to have different between the two?
