Yes, a single nsf can inherit from multiple .ntfs. This is usually setup by a developer at the design note level where you can specify which template each design note (form, view outline, agent…) should inherit its design from.
When you are looking at the view of forms in designer, right click on the form and select design properties, on the third tab, you can specify which template this element should get its design from.
