Bug? Mail Rule will not forward internet emails back out

We have several people here that would like incoming email from a specific internet email address to be forwarded out to their personal email address. We have set up a mail rule for them: When sender contains “internet.email.address” then send copy to “their.personal.email@server.com”. It will not route their email, we get this on the console:

But, if I change the rule to activate on an internal Lotus Client sender “James” and tell it to send a copy to an internet email address, it works:

Why is it not routing the email if it comes from an external email address back out to the internet?

The 192.168.1.7 is the internal IP of our barracuda spam and virus filter that we have the domino server routing through.

Any ideas?

Subject: Relaying Restriction ?

Check out the configuration document which is active for the Domino Server.Look under Router/SMTP → Restrictions and Controls to see if there are any restrictions on messages originating outside your Domino environment.

There may also be relaying restrictions on your spam filter/ gateway.

Also be aware that some internet service providers use rigorous SPF record checking which could result in such forwarded mails being discarded as spam because they come from an “unauthorised” host.
