I have a mail box which has been locally encrypted with the notes id file. Password to this file is not known. Is it possible to break the encryption to this database and view its contents.
I have tried the option of converting form NSF to PST but with no luck,

Notes encryption depends on having the key stored in the ID file - there’s no back door to that.
Consider that you are in the same position as someone who gained access to a stolen laptop, and is trying to break into the employee’s mail - any professional mail system is going to make that task very hard to do.
Do you have an ID Recovery process set up to recreate lost ID’s ? That is the best way to handle this sort of situation. (If not, get your Notes administrator(s) to set that up. It won’t help in this case, but could help going forward.)
