The advice given below assumes that ONE device is not functioning correctly, whilst all other BES enabled BB devices in your org can send AND receive mail.
If one device is not sending mail, this implies that it is more of a BlackBerry device/config issue than a “Lotus Notes” issue, and unfortunately it could be many things (I have had this several times, with different fixes).
The first thing to try is powering off the device and restarting it. If that does not help, use the RESET option (on a 7230 remove the back cover, and under the battery is a small hole with RESET above it. Use a pin or a paper-clip in the small hole to reset the device)
Other possible fixes could be:
Once I had this problem, and it was because the user was not “properly” registered on the GPRS network. Getting them to re-scan and re-select network fixed issue.
Once I had this issue, and sending PIN messages to the device seemed to kick the service into life, and the user could then send and receive mail on BB.
Once I had this issue and it was, oddly enough, due to a static build-up on the SIM card - RIM devices are particularly susceptible to this issue. Get the user to power off the device, remove the SIM, wipe it (chip side) then replace SIM/battery and power-up the BB.
Once when I had this, the users ($Sent) folder had “gone missing” in their BlackBerry state DB. The resolution was to remove the state DB for that user, recycle the BES server, and allow the server to rebuild it. NOTE any changes to the state DBs should only be made with advice from RIM/your BB service provider. If this action of rebuilding the user state DB by deletion/reboot does not work (which it sometimes doesn’t) the only way to recreate the State DB is to remove the user from BES, then re-add them. This will mean, however, that their device will need to be wiped and reconfigured - else they will get errors trying to open each doc on the BB, as it cannot be referenced in the state DB.
To check a user’s state DB for the Inbox folder:
Go to the Domino server running BES
Go to the BES folder and expand it
Go to the STATE folder and expand it
Select the users state DB, and open it
Go to the MAIL FOLDERS view
The third folder (or thereabouts) should be ($Sent) - if it is missing, you have the problem listed last in this doc, and you need to contact RIM or your BES provider for tech support (e.g. t-mobile or o2, etc.)

Shortly after I posted I finally got a hold of one of the devices and simply took the battery out and resent the IT Policy to it and then put battery back in. It was then able to send mail. As you mentioned above.
With the second device I had the same problem with the following advice from Vodaphone seemed to work:
Check to see whether the handhelds have the correct CMIME service book (Options/settings => Service Book), there should be an entry called DESKTOP [CMIME].
If that is not there either do a physical synchronization with the users notes profile, send the service books from the server (right click on the user on the BES => IT-admin, => resend service book) or request it from the handheld (Options/settings => Security => scroll all the way down to services => click trackwheel and select regenerate encryption key.
