It seems this is only fixed in iOS 14.4 und iPadOS 14.4:

Does anybody know how this problem can be fixed at devices which can't us iOS 14?

If an iOS device can't be upgraded to the newest iOS or iPadOS then Apple no longer supports the device. I don't believe they will provide any fixes.
