does anyone even KNOW what an “ordinal 3140” error is?
and what is the NLSCCSTR.DLL?

Did it die on upgrade? Is the message “The ordinal could not be located in the Dynamic Link Library NLSCCSTR.DLL”? It could be that multiple copies of the file NLSCCSTR.DLL were found or the file is corrupt. Check your entire drive for the file and rename the file(s) and then try a reinstall. Make sure you have a backup copy of your ID file and other important files.
