target API level '29' is out of range ('11' - '24')
This error will occur when trying to build a native Android application with the minimum SDK value set to 10.0 (29) or higher. This error shows up in the Iris console and causes the build to fail.
Doing some research, I found the following post mentioning it is a known issue in the Android build tools and the recommended workaround is to use Android build tools version 31.0.0 or later.

It is not very clearly documented how to do this for Iris. The Android build tools version number is generated at build time by Iris and by default is set based upon the value selected for the SDK version in the project settings. There is no available place in the IDE to tell Iris to use a specific build tools version, however we can specify this in an additional project properties file.
To specify the Android build tools version Iris will use:
a. Create a new text file in the Iris project folder called androidbuild.properties. This file is described in the Volt MX documentation here:
https://opensource.hcltechsw.com/volt-mx-docs/docs/documentation/Iris/iris_user_guide/Content/Native_App_Properties.html#add-android-properties-to-androidbuildproperties-file
b. In this new file, type the following and save the file. This assumes the developer has the correlating Android SDK build tools version installed. The version number must correlate to the version the developer wishes to use (e.g. 31.0.0, 32.0.0):
build_tools_version=32.0.0
c. Refresh the project and rebuild for Android.
