I have noticed that very often when an action button includes a Notes icon, the action bar will not load in the browser (IE). It only shows the loading icon and not the actual action bar with the buttons.
If you remove the Notes icon, so no icon is used at all, the action bar will load as expected.
I can understand that the action bar will not load if there is an error within the code of one of the action buttons, but that is not the case here, since there are working without the icon.
Any clues if there is an IE setting somewhere to influence this?
It works fine in FireFox 
Note. I you turn off the Java VM and uses the one in IE, is seems to work as well, but…
