8.5.1 FP3 install error Directory Manager not initialized

Client at 8.5.1 FP1. When trying to apply FP3 ( lotus_notes851FP3_standard_win.exe ) getting “Error 2732.Directory Manager not initialized” the install wizard indicates it was interuppted before the FP3 could be completely installed.

Running win xp .

Any ideas or is this a bug ?

I am having the same problem on Windows 7. The server is in my case running on a different machine.
