This error message occurs when someone attempts to create a new user. It only occurs for one user - the other three who perform this task are not experiencing this issue. I have checked that they are all in the same groups. I have recently upgraded to 7.0.3 for all four users.
Subject: You are not authorized to set database quotas
Is the one user who’s encountering problems using a different source template to create accounts and mail files? If so it could account for the error if the template isn’t set with correct inherited ACL settings.

Thanks for your response. Everyone is using the same server based template - I check the acl and all seems well.

Just a guess…
Check the host mail server document in the NAB to make sure the “Database Administrators” listed on the server doc includes the correct admin group(s). This field controls who can set quota values on the server’s DBs. I expect the server doc may only be listing some admins as Database Administrators and your “problem” admin may not be in the list.

Back of the net! That field was empty actually, so I added the admins group in and hey presto - the quota error has not returned. Many thanks.
