I understand that SOME “user preferences” save back to the notes.ini file however we wish to customize this for all new users so I want to know where to set this. The ini file is one place…any ideas on the other places?

You can set most of these options using “Desktop Settings” in Policies defined in your NAB.
In your NAB, go to Configuration > Policies, and check out the help on them in the Administrator help.
If you’re creating a global set, you can create an organisational policy, and on the policy you apply a bunch of “settings”, which are applied to everyone. You can also create “explicit” policies that you can apply to specific people and apply different settings to them.
