Where did Certify Attached ID File... go?

I used to be able to Certify Attached ID Files from my mail file using the option under the actions menu. However in release 8.02 that is not available. Does anyone know where it went ?

Subject: my ok button is disabled

I have the option under Actions but the ok button is disabled. Any ideas?
