When I remove the Fowarding Address in a person document so that incoming mails are no longer fowarded…Is this effective immediately or after a bit of time? Or does the server need to be rebooted for this to take effect?

don’t reboot the server.
Test these commands on the server console
dbcache fhush
tell router quit
load router

Mail routing and forwarding, tends to based on views, in particular the ($Users) view, rather than actual documents. It can take a few minutes for the views to refresh. Rebooting or restarting should not be needed.
