What level access needed for ONLY creating user ID

I want to grant one user to do ONLY one administration task: creating user ID.

What is the best level access for that?

Just only to create Notes ID, no more administration task.

I would say Author access to the names.nsf with create but no delete rights and with the UserCreator role enabled.
