I deleted the Favorite icon on the left, and then the Welcome page does not appear anymore.
If I set a new welcome page, I lose it after a restart …

Hmm…I would suggest deleting your bookmarks.nsf, then a new one will be created next time you log in and your welcome page will re-appear.
