Webadmin: Server not responding

I get an error with webadmin as soon as I select the default CA. The error log has:

I am using IE6 and I don’t have any DNS issues that I am aware of. This used to work fine until recently. The only change is that we reinstalled the server recently and the data directory is no longer a subdirectory of the program directory. The notes.ini has the correct folder names. Everything else seems to work from webadmin except user registration. Any advice?
