I want to setup up a website in Domino and the HTML Files will be located in the Disk. I want to restrict the access and allow only two users to access the site.

Look in the Domino Administrator Help for File Protection documents. It is possible to set up a File Protection document to specify an access-control-list to named files and/or directories.
