I previously posted response to the same question.
If you want to take picture from web cam (web). then you have to develop web cam viewer then embedded into domino webform. This viewer can be designed by using active-x ctrl or java applet or installing some streaming softwares or you can get from third party (search in Google.com).
This viewer will come with all controls. If ur very good in java or vb6.0 or .net. develop ur own viewer with your trademark.
