Users can't send mail "You are not authorized to perform that action mail.box"

Hello,

We recently had our users switch to a new Mail Server with a new Mailbox replica and when trying to send mail they are getting a “You are not authorized to perform that action”. When checking the access control for their mailbox they are listed as a manager with all permissions(Just like on the old replica). Oddly, I(an admin) can send emails without any issues. Do you have any idea what could be causing this?
