Is it possible to merge a user id with a safe id?

No.
A safe.id is a copy of a user.id that cannot be used to authenticate with a server, but which is used by an administrator to create cross-certificates.
A safe.id is NOT a backup mechanism for a user.id.
What do you exactly want to achieve when “merging” the IDs?
