We have a single Global R6 domino domain, with administration shared between the US, Europe, and AsiaPac. I would like to edit the existing administration ECL on the NAB to include a new signer that we (europe) need to trust, the other regions do not want this added to their users ECL’s. So I’m presuming that editing the current NAB admin ECL would not be the best option to achieve what we want. This ECL update is only required for “New” users. Could someone please advise my best options to achieve this ??

If by single domain you mean that you have no OUs for the various regions, then that could be interesting.
If it is only required for new users, then you could just create an explicit policy that you would then use when registering new users. The policy would have to have a security setting that added the new name to the ECL. The trick would be getting the other users in the admin ECL to be the same in the explicit policy. I’m not sure if you can inherit both ECLs or not.
