Unlock Archive Settings

I am a new Domino admin and I am starting to deploy quotas. I am running into an issue when I am deploying Archive Policies, I can deploy the policy with no issue. The problem I am having is no one can unlock the Criteria Settings I have pushed through the policy. There is a lock icon. I still want the users to be able to modify the criteria settings if they have to archive more than I suggested, which is 1 year.

Does anyone know how to unlock the archive settings criteria?

Subject: Unlock Archive Settings

Make a second archive policy, with different criteria and then make a group to which this policy applies to.

Or, users can just select documents they want to archive and select Archive now in Archive tab menu.
