Turn Debugger on, why it did not run debugger?

Hi. I tried to turn debugger on and tried to debug each code line. but when I click on an action button, it did not open debuger box, or run debugger. how can I debug each code line? I tried to put msgbox line to each code line. but I donot like that idea. any idea?

Close the document/view and reopen. The debugger won’t run on an action in a view/document if they already open.
