My Nokia e63 running Traveller 8.5.1.2 is not accepting self signed certificates. It will sync if I choose “Accept this time only”. It will give the 'Error: Connection error with server traveller.[myurl] port 443.

Does the web browser on this device allow the certificate to be stored? If not, then this is likely one of the older Nokia devices that does not easily support self-signed certificates. Traveler is using the devices certificate store and web apis to handle the transport link so if the device cannot handle it, Traveler cannot. Normal signed certificates should work. And if this is just for a couple of devices, there is a procedure you could look at doing which involves saving the certificate using Internet Explorer on your PC, and then posting that certificate on an internal website so that it could be downloaded to the E63. But this is not a very end user friendly alternative - signed certificate is the best path.
