Email goes to the approver in a different location from the submitter immediately, while the doc takes a while to replicate.
How can I set time delay in relaying the mail notifications?
Anybody have an idea?

Have the notification sent by an agent. Write the agent so that it doesn’t send anything until the delay has passed. Alternately, keep track of which users like to use which servers, and have a server agent running on all servers to send to only the users for that server.
