The Color sub-menu of the text selection Context menu doesn’t have choices:

In fact, there is a known issue (KLSG75WAHK) that if try to open About Notes dialog when Notes is hidden, then sub menu will disappear, but restarting Notes can workaround this. I am not sure if you had run into the same issue or not.
