You should create a PMR for that.

Teh last time I tried to do that IBM wanted to charge me for the privilege.

If you are in Maintanance (or bought your licenses less than a year ago), you should be able to do this officially and free (at least I got told so - did not do one this way in many years).
If you are a BP Partner (or work together with one) There is way to do so for them in the worldwide Partner Forum, too. - But only if you don’t expect a timely feedback at all.

Unless we pay for specific support there does not seem to be any way to report this. I have just been through the dreadful Partnerworld site again and cannot find any way to report this without paying.
Subject: Go to the worldwide Partner forum, register, it is in there. It was actually improved, recently.
( a way to get your SPR thru, not one to get timely answers).
