Specify character set when sending email

When it reach the recipient, workers´ becomes workers´.How to specify the charset so that it shows workers´ at the recipient ?

set maildoc = maildb.createdocument;

dim bodytext as String

bodytext = “workers´”

dim rtiBody as NotesRichTextItem

set rtiBody = maildoc.CreateRichTextItem(“Body”)

call rtibody.appendtext(bodytext)

maildoc.save true, false

maildoc.send false

I think the language settings in the Import/Export characters section, it should be Western European and Windows (US).

This can be found in File Preferences User Preferences International.
