Are the "" relating to subcategories or are you saying you just want to sort a single column where "" comes before “-”?

I am confused
What do you mean by “are the same order”?
I think you are going to have to use a secondary field to control the sorting as there doesn’t appear to be any logical order to the order you want the documents to appear
