Why are the ADMINISTRATIVE icons ONLY available in the ADMINISTRATION client? I used these all the time in the standard client. You know new replicas, ACL checks etc. Would be helpful if I could alternately choose when and where icons are presented.

Did you try clicking on an existing toolbar with your right-hand mouse button and choosing “Toolbar Preferences” and then “Customise”…
ACL - NewReplica - etc, they’re all there
All of the available toolbar shortcuts are available across all clients from this dialog box.
