Single Copy Template not working

I am trying to test SCT. I did the following:

  1. created a template based on an existing database

  2. created a blank database

  3. gave the template a name, marked it as a master template, and enabled the SCT flag

  4. told the blank database that it should be based on the template.

  5. load design

Database inherits the design just like it always did. No space savings whatsoever.

I have tried this on two different servers, both using 6.01 servers and always using a 6.01 client.

I checked the “used” and it reports 100% used. Compacting didn’t free anything, so it seems clear that the design elements really are being replaced rather than referred to the template.

What am I doing wrong?
