Simple Agent Needed

I have a shared mailbox that I need to set up a simple agent on that will reply to all email received and inform the sender that the mailbox is not monitored and therefore their email will not be actioned in any way, then delete the email from the mailbox.

Any suggestions as to the simplest way to code this as I don’t know where to start. I can’t use OOO as this will only send a reply once and any specific sender and I need this to send every time and although a mail rule will delete email I can’t see how to reply with my message.
