Is there a way to create a signature file and use something like a letter head at the same time? I want the header to be transparent until they send the email. Has anyone done this?

You can do this in Domino 7 by using a mail policy to pre-pend an image to all outgoing mail. This will be your header. Then use the signature in your mail clients preferences to add the signature that goes at the bottom of the message and/or use the signature settings in DWA portion of the server configuration document to set the signature for DWA users.

grrr, I don’t want to do this for all users in the company. Each dept has their own header design, etc. Is there a way to accomplish this?

You can use explicit policies if you like (instead of an organizational policy). That way you can have a policy for each dept and hence a different header.
