Okay - so this seems simple but I’ve been unable to solve the issue.
I’m trying to setup an new server as an additional server within a domain that only has one server right now. The existing server is R5. I’ve genned a new server ID for the domain, installed the server files, and am failing out of the setup procedure after 20%. My guess is that the server is trying to connect to my existing domino server to get the NAB, etc.
I’ve verfied that my current server can hit my old one, the server name and IP that I entered during the R7 setup are correct. There are no firewall issues blocking the notes ports, I’m able to hit the other server from an install of notes.
I’ve even tried getting a replica of the original server’s NAB and telling the install to find the configuration files locally. It still gives me the same error - that the “server is not responding” contact your sys admin, bla bla bla.

Use “File - Security - Switch ID” on your Notes client machine and switch to the new server ID file you created. Try to open the address book on your existing R5 server. If it doesn’t work then use “File - Preferences - User Preferences - Ports” to trace the connection.
Switch back to your user id and examine the log on the R5 server.

you said you “installed the server files”… does that mean you installed Server 7 from Cd (or download)? Or does it mean you copied files from the 1st server to the new server?
Also… I have found it helpful in setup… to edit the host file on the server… and put entries for the other server AND for the current server using the Domino server names

Did you learn anything from what you tried? Can you describe what happened when you used the R7 ID on a client and tried to connect to the R5 server? Saying you had “no luck” does not tell us anything new, does it?

How about try to connect the old server w/ R5 first so that you can eliminate possible version difference problem. If that works, then upgrade new R5 server to R7.0.2?
