Would setting “server_restricted=2” restrict only NRPC traffic or would it restrict all traffic(SMTP,POP3)

Enables or disables server access to a server. If access is disabled, the server does not accept new Open Database requests.
So I would assume it would not prevent POP3 etc… but it should be fairly simple for you to test yourself.
