Does it only give this error when the server is starting? I have seen a possible reason in Technote 1090447. The server may have to open connections to itself for internal processing (like Directory Assistance in the Technote above). This happens to me only at server startup. I believe that what is happening is that the Domino server (and specifically the database server jobs) hasn’t started fully so no NRPC connections can be accepted. After all of this has started, the server should have no problems connecting to itself.
Hmm, the solution was: Pull out a cable. In this system we had two network cards. We thought we wanted to split the in house traffic and the external traffic.
We did not need to do it, so one card was kind of idle. After I disabled it, the problem and the error msg went away.
Check your dns (or local hosts file) and make sure that SER2 is resolvable to the ip address of the server itself. If it’s not resolvable or resolves to the wrong ip address it will fail to find itself.
